Investment Opportunities in Armenia: Business and Market Perspectives
Armenia offers a small, open market with equal tax treatment for foreign and domestic firms, a government list of priority sectors and a legal framework that is being rewritten. FDI has been uneven: record years in 2022 and 2023, then a low in 2024. Treat it as a market for selective, well-prepared projects.

FDI has been uneven: record years in 2022 and 2023, then a low in 2024. Treat it as a market for selective, well-prepared projects.
Which sectors does the government prioritise?
The Ministry of Economy names ICT, semiconductors, agribusiness and food and beverage, advanced engineering and manufacturing (including electronics and pharmaceuticals), business process outsourcing, education, tourism and high-value crafts as priorities. It also lists public-private partnership sectors such as utilities, energy, healthcare and water.
What does the data say about FDI?
According to the Ministry of Economy, FDI inflows were at record levels in 2022 and 2023, over USD 1.5 billion across the two years, and software and IT made up 52% of greenfield projects in 2020–2023. Enterprise Armenia reports a pipeline of about USD 2.5 billion in expected investment and works with more than 200 investors.
The World Bank puts net FDI at 0.3% of GDP in 2024, described as a historical low, and 0.6% in the first half of 2025, mainly in mining and aviation. The government programme targets 6% of GDP. The distance between the target and the result is the practical message: do not count on a wave of capital; plan on your own project.
How are foreign investors protected?
The 1994 Law on Foreign Investments gave foreign investors treatment no less favourable than Armenian owners, barred nationalisation except in a state of emergency with court judgement and full compensation, guaranteed free export of profits and set a five-year stabilisation clause. The Ministry of Economy counts 41 bilateral investment treaties and 47 double-taxation treaties in force, and Armenia is an ICSID signatory and MIGA member.
The framework is changing. The Cabinet approved a bill for a new Law on Investments on 19 February 2026, covering domestic and foreign investors, with national and most-favoured-nation treatment, free movement of capital and a five-year guarantee against legal changes. A US State Department report says it was adopted in June 2026 and took effect on 11 August 2026. Read the final text before relying on any guarantee.
What about free economic zones and residence?
Under the 2011 law, operators in free economic zones receive a 100% profit tax reduction on zone activities, plus customs duty, VAT and property tax privileges. The US report lists Meghri (on the Iranian border, agriculture and logistics), Ecos (Hrazdan, technology) and Myler (tourism); verify the current status of each zone with the Ministry of Economy.
Foreign ownership is restricted in media, commercial aviation and agricultural land. For people who need to be on the ground, the residence card route is described in the company registration article on this site.
